ST. BOSWELLS PARISH COMMUNITY COUNCIL

Minutes of the Annual General Meeting held on Thursday 25th October 2007, at 7.30pm in the Lesser Village Hall.

Present: Cllrs. A.Reed ( chairman ), D.Dawson, A.Drummond, C.Ellershaw, A.Gillan, J.Grieve, R.Lawrie, M.Murray, D.Oliver, I.Skinner, R.Wild.
SBC Cllr. Jim Brown,
2 members of the public.

Minutes of the AGM held on 26th October 2006.
The minutes, having been circulated in advance and at the meeting, were proposed and seconded as a true record of the 2006 AGM. This was accepted unanimously by the meeting.

Chairman’s Report.
This had not been a particularly busy year. The main item has been the tremendous achievement by Mrs. Andrea Gillan and her group, in leading the fund raising and organisation to get the Weirgate Avenue play park improved and refurbished to a high standard. The further improvement intended is installation of a new climbing frame for older children. Andrea Gillan was co-opted on to the council in 2007.
The new notice board (outside the Church Hall) was put up and is in regular use, although there are occasional difficulties with opening and closing the case.
St. Boswells was again entered in the Floral Gateways competition (in the ‘Large Village’ category) and came third. Melrose came first and West Linton second. Both have had a lot of SBC money spent on them and look smart even without the summer flowers. Perhaps with some more council support we can do better next year.
The Community Council decided to pull away from the discussions on the West Croft. Cllr. G. Sinclair will retain all the information accumulated in case it is needed again.
The result of the Reporter’s Enquiry into the SBC Local Plan is now available and was due to be debated at the SBC meeting on 25th October 2007. It appears that there is a recommendation is to expand Newtown St. Boswells in a southerly direction. If this is adopted we will have to watch for expansion as far as St. Boswells. We hope to continue joint discussions with the Newtown St. Boswells Community Council to help when and where we can, but we do not, at present, envisage transferring parts of our council area.
The chairman thanked all those, and especially Robin Wild, who had helped her in her first year as chairman, and also our three SBC councillors for their attendance at our meetings.

Treasurer’s Report :
The treasurer’s Statement of Account was presented. The treasurer reported the auditor’s comment that it might have been preferable to show the play-park funds separately from the general funds. In reply to a question, the treasurer confirmed that the item ‘Fund raising for play-park, £1558.50’ consisted of £1058.50 from
Andrea Gillan’s fund raising and £500.00 transferred to the play-park fund, as itemised in the Expenditure Account.
The Treasurer’s report (attached) was then accepted by the meeting.

Election of Office Bearers :
As all office bearers were willing to serve for a further year, it was suggested that they be re-elected ‘en bloc’. This was proposed by C. Ellershaw, seconded by
J. Grieve and approved unanimously by the meeting. The office bearers are :
Chairman : Alison Reed
Vice-chairman : Ian Skinner.
Treasurer : Robin Wild.
Secretary : Graeme Mitchell.
Minutes secretary : David Dawson.

There being no other business, the meeting was closed, to be followed immediately by the normal monthly business meeting of the Community Council.
