Minutes of Meeting
Thursday 29 March 2018 Lesser Village Hall at 7.30pm

Minutes of Last Meeting:
The minute of meeting on 22 February 2018 was approved on the proposal of S Pollock seconded by A Marks.
PC Entwhistle advised the meeting that there had been 23 reported incidents mostly of a minor or non criminal nature and related to the recent poor weather.
There were 3 incidents of note and these related to
(a) Youths loitering and being antisocial on Weirgate Brae on 11 February
(b) A violent disturbance in Hamilton Place on 17 February when an offender was identified and a report submitted to the Court and
(c) An ASBO was issued to a driver on the Main Street on 17 February.
A new Community Action Team comes into force soon (directly as a result of SBC funding) and they will be tasked with community issues such as dog fouling, parking offences and antisocial behaviour. PC Entwhistle reported that he will now be issuing tickets to drivers who infringe parking regulations. There was a general discussion about a 20 mile per hour limit on the roads of St Boswells, building site security to the rear of the Primary School and the pending operation of the traffic lights at The BGH on the Melrose bypass.

• War Memorial – A Drummond and D Oliver met with N Hastie, SBC Estates Officer when it was confirmed that the ground ownership of the Green in the area designated for the War Memorial is very confused. N Hastie is referring to SBC Legal Services for advice. A Drummond proposes to write to all of the owners of older properties in the village seeking clarification as to their interest or title to the ground. A Drummond also confirmed that the War Memorial now has a website domain address of www.st-boswells-war-memorial.org.uk
• Entrance Signs to Village – SBC have completed replacement of entrance signs to the village. Especial mention was made to the work of the local artist who designed the village logo.
• Grass Cutting Contract with GB Landscaping – This contract has 12 months to run and the Community Council confirmed continuation of the contract for 2018 at a cost of £830. The specifications of the contract will have to be reviewed for 2019 to ensure we have sufficient funds. Contractor now requires to charge VAT and A Drummond has notified SBC who have reported that they cannot confirm that they will be able to meet the additional cost to the Community Council and have referred us to local grant providing agencies. SBC have, however, for this financial year been able to meet the shortfall of £380.
• Time line for election of Community Councillors – Nominations open on Thursday 22 March 2018, closing 21 days later on Thursday 12 April 2018. Nominees have 7 days to withdraw their nominations. Assuming that the number of nominations is more than half the required number (5) and no more than (10) no ballot will be required. The new Community Council can be declared on 19 April 2018 and ready to take up post at the AGM scheduled for 30 April 2018. If there are a greater number of nominations received than the available places on the Community Council then elections will take place on a day to be fixed i.e. w/b 30 April 2018 between 10.00 am and 1.00 pm and 6.00 pm and 8.00 pm at a venue to be fixed. If there is an election the ballot papers will be counted by Scottish Borders Council Democratic Services on the day following the election and thereafter the results announced. Posters and information about Community Council activities/responsibilities have been circulated. General discussion at meeting and clarification of the level of interest of the members of public who were present.
• New LED street lighting for St Boswells – SBC commences work on upgrading all street lighting during April 2018 although some preparation work has already started. Councillor Scott reported that about 80+% of the Border street lights have already been upgraded.
• Any matters outstanding –
(a) For the annual village litter pick scheduled for Saturday 07 April 2018 between 10.00a.m. and 12.00 noon, posters and publicity completed – insurance confirmed – delivery of litter pickers/black bags/hi-vis jackets confirmed
(b) Christmas Lights – the Community Council has received no expressions of interest and the matter needs to be forwarded to the new committee. A member of the public attending this meeting identified that he has professional expertise relevant to this matter and will be prepared to offer their service to the village/Community Council, and
(c) Community Woodland – significant work has been undertaken by local volunteers and the Border Forest Trust project team to the clearance of rubbish, water access to and egress from the pond and tree planting. Further work is scheduled during April. We await contact from Buccleuch Estates regarding a lease. The Community Woodland notice board has sustained condensation damage to the map and the perspex cannot be fully taken out to effect cleaning – these issues to be raised with the SBC Countryside Access Officer by R Parker
Councillor Scott reported that
(a) That Border Mountain Rescue received £35K from the Locality Bid. The next tranche of £45k is scheduled for public vote during June
(b) SBC is currently undertaking an inspection of all roads with a view to planning repairs using local and Scottish Parliament funding
(c) the potential closure of the GP Surgery at Newtown St Boswells arises because of the pending retiral of some GP's and a nationwide shortage of potential replacements. The decision process to date has excluded patient consultation. Councillor Hamilton is working on this issue but could not provide any updated information
(d) the debate with Royal Bank of Scotland regarding their proposed closures continues with the most recent meeting occurring in Jedburgh
(e) Councillor Hamilton commences local surgeries in St Boswells on 30 March and
(f) Information and plans were made available to the meeting showing the proposals for establishing a new town centre and additional housing/shops for Newtown St Boswells from the new company H and H Auction Market.

A Marks, Treasurer reported the following;
• Balance brought forward from 29 March 2018 - £1084.72
• Income received – £1380.00 (Tesco Grant for Community Woodland and SBC Grant for grass cutting)
• Expenditure – £23.49 (Secretary Expenses)
• Monies Carried forward at 22 February 2018 - £2441.23
• The Road on the Green Maintenance Fund @ 29 March 2018 (based on 10% income) is £250 and £1000 Tesco grant can only be spent on the Community Woodland leaving a balance of £1191.23 normal funds available. All normal working funds are now in the Clydesdale Bank. The Royal Bank account is being kept open for all income and expenditure relating to the War Memorial Project.

Any other business:
• Village Committee – a public meeting is scheduled to ascertain interest in reforming committee
• Marriage celebration on the Green – the Community Council gave approval for this event in May (there are no insurance or licensing implications)
• Buccleuch Gardens and Hamilton Place – during the recent snow and ice neither of these streets received any gritting or road treatment. Meeting approved letter to SBC
• Purchase of Back up Drive – A Drummond received meeting approval to purchase a back up drive costing £45 to allow the saving of all Community Council records.
• Vote of thanks to D Oliver retiring as Community Councillor after 18 years.
• Resilience Meeting to be held @ SBC HQ on 19 April 2018 @ 6.30 pm to review Agency and Community response to recent weather
• Countryside Access Officer – R Parker has pending meeting to discuss Garden Waste signs and repairs to core paths (issues about the Community Woodland notice board will also be addressed)
