29 October 2015

D Oliver advised the meeting of what to do in the event of a fire.

Attending: D Oliver, A Drummond, R Parker, A Marks, J Pollock, S Pollock, Councillor R Stewart, M Evans, Karen, PC Dawson and 2 members of the public

Minutes of Last Meeting: On the proposal of A Drummond seconded by D Oliver the minute of meeting held on 24 September 2015 was approved

Police Report: See attached Report
Discussion about dog fouling and agreed to prepare an article for the parish newsletter and Jed Eye to publicize concerns and encourage the public to report incidents to the Police, highlighting the tennis court and bridle path areas. Police also wished to ask people to be aware of rural theft and the availability of home security surveys.

Matters Arising
• Car boot Sales – A Drummond has received many bookings for 2016 and only 3 weekends are now available. Discussion about bookings for 2017 and agreed that no bookings could be made for 2017 until 01 November 2016 following a proposal from D Oliver seconded by J Pollock.
• Bridle Path – letter received complaining about the quantity of horse droppings. There is no legislation applicable to horse droppings and no rider/owner can be forced to clean up. Additionally a bridle path is historically a route for horses.
• SBC proposal to effect 10% reduction in grass cutting costs – extensive discussion and community council agreed to defer any suggestions until SBC had formally tabled their proposals
• Grass Cutting – general discussion to identify potential bidders for the new contract. Secretary to contact list.
• Proposal for Borders Area National Park Status – extensive discussion about the proposal, which would cover the area from Carter Bar to the Eildons, including the implications for business, tourism, construction, planning, an additional layer of authority, the Land Reform Act etc. Secretary to circulate more information.
• War Memorial – The committee shared out the house to house delivery of leaflets. Members of the Community Council who are available can attend a coordinating meeting to be held on 01/10 2015 at 7.30pm at Buccleuch Hotel
• Resilient Communities – K Farnish has offered his services as coordinator and his kind offer was acknowledged by the committee. We agreed that we would undertake a new publicity programme in the New Year to generate more volunteers.
• School Drop Off Area at Springfield Terrace – D Oliver had discussed parking and safety concerns with the Head Teacher who confirmed the Schools awareness of the problems. The School is going to issue a flier to all parents.
• Buccleuch Estates is selling the cottages on the Green and have lodged proposals to recover some ground currently held by the community council. The issue is under review by the Community Council and we will ensure that the viewpoints of other homeowners affected are taken into account.

SBC Councillor Stewart Report:
• Guide to help tourism businesses take advantage of Borders railway opportunities
• Keep Safe Scheme to be introduced to Galashiels to provide safe places for people with learning difficulties to go if they are lost, scared, need help or are the victim of crime
• Second Draft of Strategic Plan for Health and Social Care in the Borders is available for consultation
• Annual accounts for SBC now available – some discussion about the size of SBC Legal Department and the amount of money spent on external contracts e.g. the recent cancellation of the recycling contract
• Youth Borders impact study now commencing
• A68/AMEY – action group pending and ongoing consultation
• SBC Business month and highlighting the work of Business Gateway
• RoSPA has issued ‘Scotlands Big Book of Accident Prevention’
• Secretary to write to Councilor Stewart regarding a tenant of SBHA who has raised some concerns

Expenditure (Secretary expenses, Village Hall booking, Garden comp trophy) - £102.80
Expenditure for grass cutting contract to GB Landscaping - £631.00
Monies Carried forward at 24 September 2015 - £1579.80
The Road on the Green maintenance Fund (based on 10% income) is £116.45 leaving a balance of £1463.35 normal funds available

Planning:
A Drummond reported applications to remove a tree at Braehead, and, 4 trees at Lessudden on the grounds of safety

Any other business:
• Query about the progress of SBC Planning on the review of the Chip Shop window – advised by Councillor Stewart that a decision is pending
